BIR's Dulay might have taken advantage of the President's inexperience in taxation. President Duterte honestly admitted that he has a little understanding about taxation that is why he just relies on the expertise of the BIR chief. But he might have been misinformed about compromise settlement of taxes. Perhaps Dulay made the President believe that all taxes may be compromised at the discretion of the Commissioner alone, to make it appear that the settlement of Cosmos's P3.76B for only P51M was aboveboard. It's a BIG NO because the tax code also limits the authority of the Commissioner. Of course the President has no more time to look into the details of the provisions of the tax code but just again rely on what his tax expert friend Dulay would relay to him.
