Does President Duterte still regard Dulay as clean?
The President made the public believe that he immensely hates even a whiff of corruption. True enough, because he showed the people by firing even some of his close allies who were allegedly involved in corruption activities. The people lauded the President for making good his words.

But  amazingly, the President seemingly keeps mum on the Dulay issue. 

The Dulay corruption controversy has been publicly exposed for more than two years now and believed to have already come to the President’s attention, but he seems to just ignore it. 

If he still believes that Dulay is clean, despite having committed an unpardonable criminal offense against the Filipino people - in the extremely anomalous settlement of Cosmos’s P3.76B tax liabilities for only P51M which the CTA itself, in its Final Decision (CTA Case No 9405 dated 25May17), ruled to be invalid, then it's the President’s prerogative. Othello will no longer give further argumentations to convince the President of Dulay’s unforgivable sin of omission. 

And so, from this time on, Othello will instead say that BIR Dulay corruption style, tagged as the worst ever in BIR history, is for "PROGRESS" - allowed in the Philippines under the Duterte regime. 

Just a reminder:

The Cosmos case already has a final decision from the Court of Tax Appeals. BIR won the case. The BIR officials refuse to enforce their own victory and threw away more than 3 Billion Pesos. The evidence of Othello Dalanon is rock solid because it is proven by no less than the Court of Tax Appeals. The big question is, why did commissioner Dulay defy the final decision of the Court of Tax Appeals? Did the glitter of more than 3 Billion Pesos blind his eyes?
