The evidence against President Duterte’s long-time friend and former YMCA Dormitory room mate BIR commissioner Caesar Rivera Dulay’s corruption is solid as the Rock of Gibraltar - COURT OF TAX APPEALS FINAL DECISION (CTA Case No. 9405 dated 25May17) - in the extremely anomalous settlement of Cosmos’s P3.76B tax liabilities for only P51M.

The CTA, in the aforesaid final resolution, ruled that Cosmos’s P3.76B deficiency tax assessment has become final, executory and demandable. BIR’s settlement for only P51M during the pendency of Cosmos’s Petition for Review with the Court, was INVALID and without the approval of the Bureau’s Evaluation Board.

While President Duterte may have previously fired some of his allies on issues of corruption, but considers Dulay as clean despite having committed an unpardonable criminal offense against the Republic of the Philippines, then all of President Duterte’s anti-corruption mantras are mere EMPTY RHETORICS.
