Noong February 8, 2019, nag-report si dating BIR Director Othello Dalanon sa kay Pangulo Duterte ng katiwalian ni BIR Dulay. Ang report na ito ni Dalanon ay natanggap ng Malacanang na may bar code label RE1905441.


Noong June 25, 2019, nasibak si Othello Dalanon sa BIR. Walang alam si Dalanon kung ano ang dahilan ng kanyang pagkasibak. Ang alam lang nya ay ng-report sya ng garapal na pangorakot ni BIR commissioner CAESAR "BILLY" RIVERA DULAY.

Noong July 1, 2019, sumulat si Othello kay Pangulo Duterte hinggil sa pagkakasibak sa kanya.

Good Day, Sir!

This humble representation is your appointee as BIR Director assigned to the Office of the Commissioner. He is the former BIR Examiner who discovered and exposed the DUNKIN’ DONUTS tax anomaly during Kim Henares’s stint as BIR Commissioner.

In line with your directive to Stop Corruption in the BIR, he would like to respectfully bring to your attention the following flagrant large-scale corruption in the agency which could not have happened without the nod of BIR Commissioner CAESAR R. DULAY.

The fraudulent settlement of Cosmos Bottling Philippines (“Cosmos”) deficiency tax liabilities of P3.76 BILLION for just P51 million; and

The anomalous settlement of Del Monte Philippines (“Del Monte”) deficiency tax liabilities of P8.7 BILLION for only P65 million.

Dear President Duterte,

Good day, Sir!

This humble representation was your appointee in BIR as Director 1 assigned to the Office of the Commissioner. He is the former BIR Examiner who discovered and exposed the DUNKIN DONUTS P1.56 BILLION tax anomaly which the then BIR Commissioner Henares intentionally failed to collect.

On June 26, 2019, he received a notice from BIR that he is deemed separated from the service effective June 25, 2019, in view of the appointment as Director 1 of Mr. Rodrigo Lizada Rivamonte vice this representation.

Sir, this  modest representation did not tender any resignation. The BIR might have forged a document to make it appear that this representation's post became vacant to pave the way for Mr. Rivamonte's appointment. Neither this representation received any dismissal order from the beloved President nor a memorandum from the BIR Commissioner if there are any administrative infractions or criminal violations committed by him to cause his separation from the service.

He did no wrong against the government during his employment in BIR except that he reported to the beloved President the worst corruption ever in BIR history involving BIR Commissioner Dulay himself - in the extremely anomalous settlement of Cosmos Bottling Corporation's P3.76 BILLION PESOS tax liabilities for only P51 million - a ridiculous amount.

This lowly representation respectfully extends his utmost gratitude to the beloved President for the opportunity to serve the  government, but likewise further appeals for the President’s usual benevolent consideration for any possible appointment in BIR again.
