Senator Bong Go's version of balik probinsya is too superficial since his focus is on organizing bus trips where he can do his usual selfie photo ops media mileage with balik probinsya beneficiaries as his fanbase.
After a few months those balik probinsya beneficiaries will just go back to Imperial Manila because most jobs are still in Imperial Manila considering that the national capital region swallows a lion's share of the Internal Revenue Allotment (IRA).
"There is a better non-political approach known as Bagong Internal Revenue Allotment (BIRA) that aims to amend the computation of the IRA in such a way that it will incentivize creation of stable jobs in the target Local Government Unit (LGU) (usually a province) that will bear the burden of accepting balik probinsya migrants.
"How does the present system compute the IRA? (Population x 50%) + (Land Area x 25%) + (Equal Sharing x 25%) = 100%
"Notice that the present system is over-rewarding "Population" with 50%. BIRA proposes to reduce that 50% down to perhaps 40% and use the 10% realignment as seed funding for establishing job-generating industries in the provinces that will bear the burden of absorbing the influx of balik probinsya migrants."
